    It looks like the vast majority of these are E5 or E10 requirements… do you think it’s fair to say that the lesson is most countries mandate ethanol as an oxygenate, rather than as an aggressive strategy for energy security or GHG mitigation?

      Yes I think there is some of that, mixed in with a bit of following US policy..though I have no idea if these policies existed before or after the US ramped up their ethanol production. I have a feeling some of them were instituted around the same time because they didn’t want to miss the biofuels boat?
